Yes. We first check the current platform and what is worth keeping. A focused improvement may be more useful than rebuilding everything.

Who owns the website?

Ownership, source files and account responsibilities are set out in your proposal. The handover should make those answers clear.

Will it appear on Google?

The build includes crawlable pages and search foundations. Ranking and traffic depend on competition, useful content and ongoing work; they are not guaranteed.
